First things first, to even start Rising Tensions, you’ll need to complete The Witch Queen’s introductory quest. It’s a blast, certainly one of the longest missions in the game, but just buckle up and get it over with. It’s not hard as long as you play on classic difficulty.
Check in with Ikora after the quest at Mars Enclave after completing this quest, and you’ll get Rising Tensions. However, despite having the quest in your inventory, you can proceed until you have completed the Witch Queen’s next quest, The Investigation. So now you know what you need to do, go ahead and complete the next mission. The quest can be launched from the Enclave itself, so get to work.
Once you’ve completed that quest, talk to your new contact in Throne World (no spoilers here). They will give you the Strong Evidence quest that will finally advance your Rising Tensions quest to a step where you can act separately from The Witch Queen quest.
